Background
The council's performance management system (PMS) has been in place since 2004. Through a framework of review and monitoring of performance it aims to combine 3 key elements of planning:
- Strategic planning develops the key strategies for the council and district
- Service planning outlines service level issues and improvements to deliver the corporate strategies
- Financial planning is included at all levels to provide a more medium-term view of the overall financial picture and understand the consequence of individual activity and improvement at service level
The council's PMS has been developed with the best value principles of challenge, compare, consult and compete in mind but also aims to minimise requirements for excessive paperwork and unnecessary activity. It provides a framework for services to work within and offers some important opportunities for the council and the community to monitor and review how the the council and its services are performing.
Our performance is also monitored externally by the Audit Commission, who act as the council's independent auditors as well as the Office of the Deputy Prime Minister (ODPM). The Audit Commission produce regular annual reports on our performance, plans and processes to deliver these and carry out comprehensive performance assessments ,every few years to determine how well we are performing. On our last assessment in 2004 we were judged to be an excellent council, with good prospects for improvement. Our last assessment was completed in 2006/07. Local Authorities report to the Office of Deputy Prime Minister, (ODPM) where you can also obtain a great deal of information on local council performance issues.
